Ruma Ruslanovich Dumayev (Margovyan: Ruma Ruslano Dumayo, Russian: Рума Русланович Думаев, born 9 September 1950) is a Margovyan politician. He was a former President, Vice President, Senator, and Mayor of his hometown, Ciudad del Celebridad, Dostalinsky. He was also a member and officer in the Margovyan Army, where he reached rank Major Lieutenant before retiring from the army on 1980. Dumayev is the father of the late Margovyan Most Wanted political assailant Vilyelmo Dumayev, who was known for his street name William Do.
Dumayev became the seventeenth president of Margovya on January 1, 2000, after the impeachment of President Susana Bulshitova on December 31, 1999. Dumayev led the shortest presidency, which is one year and three months (Andrey del Quiev's presidency is not counted), as he was defeated by former Senator Genrikh Antonov in the 2001 National Elections.

Ruma Dumayev was born in Ciudad del Celebridad, Dostalinsky, Margovya on September 9, 1950 to celebrity couple Ruslan Dumayev (September 29, 1919 - April 26, 2012) and Oksana Dumyeva (born August 22, 1923). Ruma was born during a celebrity couple photo-shoot in the Ciudad del Celebridad Ruma de Paseo Famayevskaya (Walk of Fame), and his mother gave birth to him right in the middle of the photoshoot.
