Baldomero Basilio Agbayani (later Vladimir Vasilyevich Agpayev, Russian: Владимир Васильевич Агпаев, 31 January 1891 - 1 March 1940) was a Margovyan politician. He was a former President, Senator and Governor of his hometown, Pontival. He is the son of revolutionist and Father of the Margovyan Revolution Vasily Agpayev.

Agpayev officially became the fifth president of the Republic of Margovya after winning the elections on March 7, 1938 against re-electionist President Irina Amrovich. On March 1, 1940, Agpayev died in office after the attack of the Japanese forces in the Margovyan Palace, followed by the entry of Margovya in the World War 2.
